This chapter covers installation of energy meters at the premises of consumers of all categories receiving electric power from LESCO.
Metering Equipment
LESCO provides appropriate metering equipment at the cost of the consumer for all categories of connections. If equipment is not available with LESCO, the consumer may procure it according to approved specifications and applicable code requirements.
Meter Location
- The consumer is responsible for providing a safe and accessible location for meter installation.
- Meters should be installed at a reasonable height where readings can be taken without climbing devices.
- For multi-occupancy buildings, metering equipment should be installed at a common boundary location.
- LESCO may change the place or position of metering equipment to comply with tariffs, eligibility criteria, and system requirements.
- If the consumer requests shifting of metering equipment within the same premises, LESCO may do so after notice and payment of shifting charges.
Meter Installation Standards
- LESCO should endeavor to install meters according to current industry standards and workmanship.
- Meters should be installed on a non-flammable board in a vertical position protected against water entry.
- In multi-occupancy premises, meter devices should be clearly labeled with address, unit details, or account number.
- Metering equipment should be permanently attached to a rigid and vibration-free wall or structure.
Meter Replacement and Accuracy
- Where discrepancy is not attributable to the consumer, replacement of a meter should not result in arbitrary adjustment against the consumer.
- If LESCO doubts the accuracy of metering equipment, it may install a calibrated check meter or test the meter on site through approved means.
- If a meter is found incorrect, it should be replaced promptly with a correct meter.
- Consumers may request a meter accuracy check upon payment of the applicable challenge fee, and LESCO should test the meter within seven working days of payment.
- Where a meter is found outside permissible limits, the meter should be replaced and due credit should be given for excessive units charged.
Consumers also retain the right to involve the Electric Inspector or relevant inspection authority where they dispute the status or accuracy of the meter.
